White sacrifices a pawn in order to achieve initiative in the center and quick attack possibilities.  Such opening has a significant practical value as White's startegy is straightforward and the attack easy to play with the recurring developing scheme Bc4, Qe2, 0-0 and Rd1.  That makes this opening very popular at club level but Grand Masters believe that White hasn't enough for the pawn and that Black can at least draw.
