The Semi-Tarrasch Defense aims to counterattack White's center with c5.  However,  in order to avoid remaining with the isolated Queen pawn as it happens in the Tarrasch Defense,  here the c5 break is played only after the Nf3 and Nf6. In this way Black can replicate to the exchange cxd5 with Nxd5, thus avoiding the IQP position of the Tarrasch.

Theoretically, the sequence of the Queen's Gambit Declined leading to the Semi-Tarrasch is 1.d4 d5, 2.c4 e6, 3.Nc3 Nf6; 4.Nf3 c5 with White that has voluntarily waived the usual continuation 4.Bg5, which, pinning the Knight would have not allowed the Semi-Tarrasch. That seldom occurs.  However in the practice Black has often the opportunity to play such defense as a result of some transposition, for example, when White plays Nf3 before Nc3 in order to avoid the Nimzoindian (1.d4 Nf6, 2.c4 e6, 3 . Nf3 d5; 4.Nc3 c5).
