By pinning the Knight, Black doesn't allow the e4 push and threatens to double White's c-pawns (even though that would imply  to leave the Bishop pair to White).

Black's challenge is faced by the Rubinstein variation with an apparently tame move: 4.e3.  White's idea is to proceed with development and wait for the right moment to force the Bishop vs Knight exchange with a3.
